Although social technology is not a new concept, but it’s still far from coming to common understanding in academia. Misumi Jyuji, a Japanese academician, defined social technology as the technologies that control human relationships and spiritual phenomena in a society [1]; American scholars Olaf Hellmer, Bernice Brown and Theodore Gordon treated social technology as a form of social sciences methodology [2]; and the Zhouying JIN defined social technology as a part of "soft technology" [3]. The study on social technology is still in its early stage, the main difficulties lie in the "society" and "technology" categories which lack of a clear definition and did not come to common understanding, and "social technology" referred by various persons was not totally matched. …………

In this book, the concept of "society" is relative to the "nature", and much broader than sociology in terms of the social concept. The concept of "technology" in this book is in relative to the concept of "science" and "engineering". Hence "social technology" is relative to the social sciences and social engineering [4]. The main purpose of this chapter is to separate the knowledge belonging to technology category from the social sciences, it resembles that natural techniques are embodied to the instruments of production(tools, machines and equipment) and its material products; social technology is manifested in the social organizations. Political organizations (government, the parliament, the courts, etc.), economic organizations (factories, farms, shops, banks, insurance companies, etc.) and cultural organizations (schools, hospitals, theaters, etc.) are the carrier of social technology. The sum of the operating procedures of various social organizations forms a social technology system, and it coexists and interacts with natural technology system and thinking technology system, further constitutes a complete technology system. …………。
