Abstract: This paper analyzes how institutions come into being, what the connotations of institutions are, and what the relationship is between institutional innovation and technological innovation from the perspective of a broad sense technological view. For soft technology innovation, there is an essential difference between conscious and systematic innovation, and the stimulation of an accident or incidental single project. Further, enhances the research and innovation of technological institutions.
