Legal services sector has not been clearly defined. The personnel engaging in legal services sector intersperse among all branches of trade, some are the public officials, some are members of private enterprises; some take public welfare as the purpose, some aim to making profits; there is someone belongs to the legislative level, or belongs to the judicial level; some engage in the practical work, also some specialize in the research work. In short, as the law spread to every corner of society animatedly, therefore, the personnel engaging in legal services sector will be appeared certainly in many branches of trade. As far as the number of the personnel engaging in legal services sector, even could not be taken statistics.

How to transfer a large numbers of surplus rural laborers currently? How to enhance the force of economic growth? YANG Weimin, director-general of the department of development planning of National Development and Reform Commission, made a speech in "Chang’an Forum" that these issues mentioned above can be resolved through the development of the service industry. However, he noted that there are still a lot of misunderstandings about service sector at present, and also exist discrimination against service industry in the system and policy level.
YANG Weimin said that the characteristic of service industry is that production and consumption of services are often completed on the same occasion, so sometimes increasing demand had to be achieved by increasing supply, which called for providing a relaxed environment of development for the service industry. He believed that misunderstandings about service sector resulted in still having constraints to the development of the service sector in the system and policy.
